i took the republicans to my law office in sacramento on more than one occasion. i got them expensive wine. i met their wives i went to their homes and offices. they came down to meet with me on sunday morning, in the evening. here's problem. the republicans are in different localities than theemocrats. they're not even in san francisco. they're not in los angeles. they're in fresno. they're in bakersfield. those people in that community are more conservative. they don't want any taxes. the tax word is very powerful. for the republicans they're doing what their neighbors and constituents want. >> reporter: it doesn't sound like you think at least on the state level and maybe on the federal level that this ideological split, the republicans, democrats, at a party and so for it dsn't sound like you have a lot of hope that that could be bridged. >> i'm a very hopeful person and i'm optimistic about california that we found a way around the log jam. but i have to tell you the ideology of the republicans is different than the democrats. they don't mind the inequality.

mayor, it was when we were in law school together, we were fellow janitors at hastings college of law. george moscone was amazing. he was just as aggressive about inclusionary activities. he was just as focused on sharing. and he had an immense pride in the city and county of san francisco like no other. i suspect that much of my love of the city comes from my exposure to george in those very early years. george went through a considerable amount of evolutionary process politically. he allowed john burton to talk him into running for the state legislature. an unsuccessful effort for the state assembly. he went on to become, obviously, a supervisor in the city and county of san francisco. and in those days it was a different city. it was dramatically different. there was no such thing as a so-called progressive, david campos. there was no such thing as somebody in that category. george moscone, philip burton, represented that which we all now richly enjoy. george went on to become a state senator. and in that capacity, scott, it was george moscone who shepherded the bill that removed c

and i think perhaps the law enforcement folks feel the cultures in the communities and see that come out in the adults. i would like to hear about how do you affect a culture and even in san francisco we have many cultures affecting what is valued, what is criticized. >> you know i think that richard touched upon this. it's a relationship of power and it's clearly going to differ from community to community; right. when i was telling you i was picked because because i didn't speak english or at all initially there were only about 5% of us that were hispanic in the school and wouldn't be the case if 95% are hispanic and english speaking as a second language, but i think the way that we can deal with the issue is we ought to first of all start with the notion of respect for others, and respect for others can work across the line. it doesn't necessarily mean -- it doesn'tly has to deal with the culture. is how we treat one another? and i think we have to be very clear in our educational process and the communication to our people and what is acceptable behavior and what is unacceptable
